[Site Isolation] Remove Background and Live Text do not work for images in
cross-site iframes

Reviewed by Alex Christensen.
Remove Background, Live Text and image bitmap requests were sent to the main
frame's process, which can't find
elements in a cross-site iframe. Send them to the process that owns the
element, and have the Live Text handler
hit-test in the element's local root frame.
