[WPE] WebDriver touch interactions are disabled since the removal of the 1.1
API

ENABLE_WEBDRIVER_TOUCH_INTERACTIONS was only turned on when
ENABLE_WPE_PLATFORM was set. Since 322958@main, ENABLE_WPE_PLATFORM is set
after that check, so touch interactions were always disabled and WebDriver
dispatched touch input sources as mouse input.
The WPE Platform is now always enabled, so enable touch interactions
unconditionally.
