::picker-icon chevron should flip for open state

Reviewed by Tim Nguyen.
The <select> picker icon is supposed to point upward when the picker is
open. This patch enables that by:
- Enabling :open selectors in the UA stylesheet (not just author stylesheets).
- Applying them to the ::picker-icon to flip the chevron.
- Adding a transition to smooth the effect.
