[Win] Link the release C runtime in Debug builds so Swift code links

Swift for Windows ships swiftrt.obj built only against the release CRT, so a
Debug (/MDd) build with Swift enabled fails to link WebKit2.dll with LNK2038.
Use /MD in all configurations and build vcpkg dependencies release only.
