[WPE] `Tools/wpe/install-dependencies` misses packages needed to build WPE on
Fedora and Arch

On Fedora and Arch, `Tools/wpe/install-dependencies` doesn't install
every package needed to build WPE. Some packages WPE needs are listed
only in the GTK-specific lists, so the WPE script never installs them.
Also, set `DEBIAN_FRONTEND=noninteractive` so `apt-get` doesn't stop at
interactive prompts, such as tzdata's, in containers or CI.
