Re-land: Add ENABLE(PROOF_OF_POSSESSION) and the ProofOfPossessionEnabled
preference

322994@main was reverted in 323016@main because it turned the flag on for Mac
Catalyst, where
ENABLE(WEB_AUTHN) is off, which tripped the new #error (rdar://189435384). The
flag is now only
on for macOS and iOS.
Add compile-time flag and runtime preference for
proof of possession.
