[Site Isolation] Web Inspector: Nodes in cross-origin iframes have no CSS
layout flags

Frame targets never reported CSS layout flags, and the frontend marked every
frame-target element as
rendered. So a display:none node in a cross-origin iframe looked rendered, and
grid and flex containers
there were never identified.
FrameCSSAgent now tracks and reports layout flags as InspectorCSSAgent does,
sharing its helpers, and the
frontend routes CSS.nodeLayoutFlagsChanged and
CSS.setLayoutContextTypeChangedMode for frame targets.
