[IFC][SVG text] Enable by default

Reviewed by Alan Baradlay.
Flip the switch.
Rebaseline the render tree dump expectations, they are equivalent. Legacy line
layout splits text boxes at
absolutely positioned characters while IFC produces a single box with multiple
fragments. The dump numbers runs
and computes offsets relative to the box.
