[Site Isolation][iOS] Copy Link with Highlight does nothing for text selected
in a cross-site iframe

Reviewed by Aditya Keerthi and Alex Christensen.
The edit menu offers Copy Link with Highlight based on the focused frame's
editor state, but the command was always
sent to the main frame's process, which has no selection when a cross-site
iframe is focused. Send it to the process
containing the focused frame instead.
