AX: Changes to CSS `content` alt text are not reflected in the accessibility
isolated tree

PR 76072 runs the rendering update ahead of the AX cache update timer, which
makes
accessibility/isolated-tree/css-content-alt-text.html fail. Unlike an alt
attribute change, a change
to CSS `content` alt text never updated the isolated object's accessibility
text. The test only
passed because the new SVG image usually loaded before the queued children
update ran, refreshing
the object as a side effect. With the new ordering, the children update runs
before the image loads.
Handle `content` alt text changes like alt attribute changes, deferred until
the new renderer exists.
