[CMake] Public macOS builds sign webpushd with restricted entitlements
https://bugs.webkit.org/show_bug.cgi?id=325726
Unreviewed build fix.
The CMake build always signed webpushd with process-entitlements.sh's output,
which includes private entitlements. Match Xcode and always use default
entitlements on public builds.
Fixes a number of TestWebKitAPI webpushd tests.
