Move useSVGZoomRulesForLength from NonInheritedRareData to NonInheritedFlags

Style resolution sets useSVGZoomRulesForLength on almost every SVG element.
Because the bit lived in
NonInheritedRareData, each of those writes forced CoW of both NonInheritedData
and
NonInheritedRareData. Store the bit in NonInheritedFlags instead, which has
spare room, so setting
it no longer allocates.
