[Text Extraction] Remove some dead codepaths in TextExtractionFilter.mm

After it was upstreamed in 315673@main, we can remove some of the now-dead
codepaths in
`TextExtractionFilter.mm` that were used to compile this model on-demand. Also
add a new API test
that actually exercises this classifier end-to-end.
