[GTK][WPE][JHBuild] Use system `libva` instead of building it in the
GStreamer jhbuild moduleset

Reviewed by Philippe Normand.
Since r228221, `Tools/gstreamer/jhbuild.modules` builds `libva` from
source, pinned at 2.4.1 (released 2019), and the system `libva` package
was dropped from the `install-dependencies` lists.
That version is now well behind what distributions ship, and `libva` has
a stable ABI, so there is no longer a reason to build our own copy.
