[Image Redux] Don't rely on CachedImage::image() returning the broken image
when check if it will fit

RenderImage::paintMissingImageState() was relying on CachedImage::image() to
return a broken image when measuring to see
if one would fit, but then a line later, re-fetched the broken image
explicitly. There is no reason to rely on the
CachedImage::image() behavior here when we can easily just use the explicit
access. This also simplifies things as the
broken images are explicitly bitmap images, so getting their size directly is
allowed.
