[web-animations] dispatch a 'progress' event when animations are updated
https://bugs.webkit.org/show_bug.cgi?id=326832
rdar://189531561

Reviewed by Tim Nguyen.

We now dispatch 'progress' events as animations are updated as part of the
"update
animations and send events" procedure [0] as proposed in the WebKit explainer
for
animation custom effects [1] and discussed in a CSS WG issue [2].
