Web Inspector: preserve explicit execution context selections across
back-forward navigation

Restore the new page `WI.ExecutionContext` for the selected `WI.Frame` whenever
any `WI.Frame` clears its `WI.ExecutionContextList`
This includes back-forward navigations that do not commit a provisional load.
Continue switching to "Auto" when the frame has been detached.
