System background color should not extend under top or bottom obscured
content insets

Reviewed by Abrar Rahman Protyasha and Wenson Hsieh.
Remove the top system background color extensions for iOS, and reintroduce
the behavior of setting `prefersSolidColorHardPocket` to true on macOS when
the page is scrolled to the top of the page so that content does not display
behind the top obscured content inset until the user scrolls.
