Web Inspector: subresources from Page.getResourceTree have no loader
identifier

NetworkManager._createResource() took the loader identifier from its
framePayload argument, but both callers
passed the Page.FrameResourceTree node, which has no loaderId, instead of its
frame, so the subresources created
from Page.getResourceTree had no loader identifier. Pass the WI.Frame the
resource is added to and take the loader
identifier from it.
