[cleanup] Fix a garbled FIXME and a stale comment in the flex formatting
context

Reviewed by Antti Koivisto.
1. Restore the computeFlexBaseSize FIXME that a rename garbled into two half
sentences; it says the cached block-axis
size (FlexItemContentCache::blockAxisSize) may hold a min/max-constrained
size.
2. Point ensureBlockAxisContentSizeForFlexItemIfNeeded's comment at
FlexIntegrationUtils, which does the render-tree
work now, instead of RenderFlexibleBox.
No change in behavior.
