[IFC][SVG text] Replace SVGTextFragmentMap with per-box storage in
SVGTextLayoutEngine

Reviewed by Sam Weinig.
SVGTextFragmentMap only served the <textPath> pre-pass. Store the fragments per
box like the main pass does.
Also remove some includes and comments left over from legacy line layout.
