REGRESSION (279271@main): Word joiner breaks punctuation wrapping

Reviewed by Alan Baradlay.
279271@main added a fast-forward loop to nextBreakablePosition that skips ahead
to ICU's next break without advancing the "after" character, so the next check
reads a stale neighbor. This fix adds the missing assignment into "after".
