Exclude .window.html and .any.serviceworker-module.html wrappers from WPT
exports

The importer writes a placeholder HTML file for each templated test, but
the exporter's list of files to leave out had fallen behind: it was
missing .window.html and .any.serviceworker-module.html, so those
placeholders were exported to WPT.
Move the importer's table of global suffixes to webkitpy/w3c/common.py
and derive the exporter's list from it, so the two can no longer drift
apart.
