https://bugs.webkit.org/show_bug.cgi?id=327159
<rdar://185055803>
Reviewed by Mike Wyrzykowski.
Introduce the `GPU_PROCESS_SPATIAL_PORTAL` compile time flag, and just
enough plumbing to get the first test to run successfully.
(These tests are not enabled in EWS yet.)
Test: spatial-css/spatial-portal-single-model.html
* LayoutTests/spatial-css/spatial-portal-single-model.html:
Remove the ModelProcess requirement from the test, it's now
cross-platform.

* Source/WTF/wtf/PlatformEnableCocoa.h:
* Source/cmake/OptionsCocoa.cmake:
* Source/cmake/WebKitFeatures.cmake:
Introduce the flag.
* Source/WebKit/WebProcess/WebPage/Cocoa/PositionInformationForWebPage.mm:
(WebKit::positionInformationForWebPage):
Fix a compilation error when turning on the flag.
