[JSC][Wasm] Make one-type rec groups match the shorthand form

A type written without rec is a one-type recursion group. The explicit
rec spelling of a self-referential type went through
canonicalizeRecursionGroup, so ref.test treated it as a different type
from the shorthand. Both spellings now use canonicalizeSingleton.
Groups of two or more stay on the recursion-group table.
