  Log Message:
  -----------
  [Site Isolation] Web Inspector:
set-emulated-conditions-and-resource-caching-disabled.html can hang on a CGI
resource

rdar://189659789

Reviewed by BJ Burg.

The test fetched cacheable-resource.py, a Python CGI. Apache occasionally
stalls on that CGI for
minutes, which hangs the test and is a flake risk under mac-wk2-stress. Fetch a
static text file
instead. A per-directory .htaccess sends the same Cache-Control and CORS
headers as the CGI, and
the per-phase unique query is unchanged, so the cache assertions are the same.
