[AXCustomColorMode] Add a WebKitAdditions hook for outline colors

Outlines are painted outside the border box, over the surface beneath the
element, but
their color is resolved from the element itself rather than from that surface.
Let
WebKitAdditions choose the outline color so it can suit the surface it is
painted on.
