In the report, I thought the percentage values were completely ignored,
however, as the comment attached by mitz notes
http://bugs.webkit.org/show_bug.cgi?id=14694#c2 the problem seems to be
a round off error in Safari 2.0.x. I used a full 1.0% the padding on
the left hand side spacing, then the was quite adequate. I consider
this a fix, though I would still prefer fractional percentages.
Another problem with the bands on our home page was not so easily
solved. However, a larger left hand padding made the Safari 2.0 the
better looking browser.

where this is described. The attached images do not do Safari justice,
since I had to scale its image downward several times to make it fit on
my page.
Tested Safari 3.0.2 on Windows it runs as well as Firefox on this OS,
however, the slight white line I see at the right edge of the bands on
the home pages, indicates my css code contains some flaws.
