You may be interested in defining the USE(LOW_BANDWIDTH_DISPLAY) macro (which becomes WTF_USE_LOW_BANDWIDTH_DISPLAY) when building WebCore. Note that this will cause FOUC (flash of unstyled content) by definition, though:
