Will LEGACY_NOTIFICATIONS cover everything that is in there right now? Hopefully host apps won't have to define both NOTIFICATIONS and LEGACY_NOTIFICATIONS to keep their current functionality since NOTIFICATIONS sounds like it will be guarding work that is in progress.
