Hi,
in http://webkit.org/b/74802 Adam asked me to conditionalize the XHR
timeout support since not all network backends have support for
setTimeoutInterval. In such a case, default enabling the timeout and
ontimeout properties on XHR would confuse feature detection.
I consider this a temporary feature until the remaining ports have
enabled this in their network backends (volunteers very welcome):

It's currently working on Apple Mac, EFL, GTK.
Please let me know if there are any objections to pushing such a
feature. I plan to track the backend support and I remove the feature
once it's universally available.
