They share mechanism, not API, so it's not really strictly a subset. (Showing a 
<dialog> makes the rest of the document inert to mouse or touch input, and 
using the inert="" attribute does the same for an element and its descendants, 
but as an author you don't use the inert="" attribute to use <dialog>
