We user SVN::Notify, a perl module and the svnnotify script it comes with.
I am also looking into a better subject line. Currently svnnotify is the one generating it from svnlook (not from the ChangeLog).

The latter is much more informative when skimming the list of changes for interesting lists.
I suspect the ChangeLog to be the culprit for deinformifying the subject line, as it is located in trunk/WebCore, and is always changed with each commit.
So I suggest not to regard the ChangeLog in the common path calculation.
