Filing bugs on http://bugzilla.mozilla.org/ for Mozilla, Firefox and Bugzilla itself, I've noticed that voting doesn't get used much, especially considering how much traffic that site must get. Of all 324,478+ bugs on the site, there are only 78 bugs (in any status) over 100 votes, and the bug with the most votes has 779.

I've always thought that the number of people on the CC list for a given bug was just as informative as--if not more so than--the number of votes on a bug. Unfortunately, you can't query by the CC list count currently unless you have direct access to the database. I just filed this enhancement bug, though. Please vote for it if you have a b.m.o account. (Mmm...irony!)

Having said that, I don't think it would hurt to enable voting on WebKit, and perhaps the b.od.o users will respond differently.
