IMHO something like this would make sense: try to do 1) or 2) to get nice integration with the desktop environment (with my GNOME hat on, that would be "try to do what you can to look like Totem"), but if you won't be able to draw a decent looking set of controls fallback to 3), a default set that is shipped with WebKitGTK+ itself.
