Because the tests weight several *hundred* MB, and the vast majority
of people downloading the tarballs are not interested in them at all.
If you want to run the test suite just fetch the source code from the
svn repository.

The issue is that i port webkitgtk1.1.13 on Opensolaris and need test
it by using those test suite, But webkit trunk test suite is intend to
webkitgtk trunk, and ship test suite along with webkitgtk1.1.13 doesn't
make much sense.
So, seem like there is no way to use test suite for webkitgtk1.1.13 testing.
Any solution might be?
