HTML with "file:" URLs causes the message: Not allowed to load local resource: file:///...
WebKitWebSettings has a property "enable-universal-access-from-file-uris", which looks as though it should override that behavior, but setting it to TRUE doesn't change the behavior. Is that a setting-in-waiting?
