Most importantly it's announcement of features available on Hosted
Weblate :-). See the mailing list and subject. 

Anyway everything is in the git repo, it's just not yet released as
there are some more features planned for the final release.

You can test in on Weblate Demo, Hosted Weblate or your own service if
you deploy from git.

Sorry, I currently don't plan to release beta versions officially.
Anybody is welcome to use git directly, we're trying to keep it in
working state (most of the deployments I manage run on master branch).

I usually send these one week before release (if I don't forget) and
that should be by end of this week.
