I don't know if this is a weblocks issue or a mudballs issue, but
weblocks claims to need both metatilities and anaphora. When
loading with mudballs, this leads to a bunch of conflicts:
ANAPHORA:ACOND, METABANG.UTILITIES:ACOND
ANAPHORA:ATYPECASE, METABANG.UTILITIES:ATYPECASE
ANAPHORA:APROG1, METABANG.UTILITIES:APROG1
Do we actually use both of them?
