Ok, here are the patches:

I've only patched those functions in Weblocks that were important to  
me; there will be much more, I guess.

You have to load cl-who-patch.lisp first and then recompile Weblocks  
to get this working. Then you can load your translation files like

(load-language "deu")
(load-language "eng")

and either do a toplevel

(setf *localization-language* "deu")

or set it dynamically in a session.
