I am using the free Mailchimp for another organization for over a year. I like 
the ability to track who opens the email. I imported the names from my 
membership list. Here is some of the information from the website.
The Forever Free Plan
Store up to 2,000 subscribers. Send up to 12,000 emails per month. No expiring 
trials. No contracts. No credit card required.





You can only import lists of people who sign up at your website. No 3rd party 
lists, no prospects, no lists that you scraped from websites, no chambers of 
commerce lists, etc. 

There are templates to use that can be modified.

I know some branches and states do a nice desktop layout newsletter that is 
several pages. This is not the type of newsletter you use for email.

When I did our branch newsletter, I started with the print version that was 
converted to a PDF. I found that. It was very time consuming making it pretty 
in page layout software, converting it to PDF, shrinking it because it was too 
big for send by email. After having problems with members having outdated Adobe 
readers, I figured there had to be a better way. The branch now use 
mynewsletter.com for the monthly newsletter.
