That is for JDK 1.1 which is only used by EOModeller. You also need
to put the JDBC driver in the jre\lib\ext directory of the JVM being
used to launch the app. There can be several JVM's installed on
Windows and finding the one that is being used can be a frustrating
experience. Perhaps someone else recalls the specifics of how to
determine this.
