Doh!, Didn't realize they would stop automatically. Reading from
here it sounded like they would wait until I stopped them:

"After sessions go to zero, you can turn old instances off using
red button in the 'Stop' column and then Delete them."
Although it does say to set Auto-recover to off for the old
instances, I figured that was just in case they had a death in the
interim.

Um, 'cause all the sessions terminated so the app halted itself and
wotaskd restarted it? This is, after all, the entire reason for
Refuse New Sessions to exist. If you just want it to die, turn off
Auto Recover.
Also, is there anyway to set Refuse New Sessions on just one
instance instead of having to do it for all currently running
instances?
It usually is not something you do manually. Schedule the
instances to restarted at staggered intervals and the rest will be
taken care of for you.
