I did once to recompile Apache for Windows, and it is a tedious
process.
That probably due to get SSL enabled. But with recent Apache 2.0.x
version,
the support with SSL is enabled so it saves a lot of time.
You only need to find/compile a mod_WebObjects.dll for Windows.
We use Apache on Linux so I have no idea where you get that.
