I suspect that due to some error checking (memory, I think) that happens after an improper shutdown, at least one service may have started back up in the wrong sequence. By by doing a proper shutdown or restart, things came back up correctly.

Just a guess.

That would be my guess as well. It sounds like networking might have gotten delayed leading to communications problems with wotaskd.
