The -53970 indicates that it is a development launch, which is to be expected if you are not copying the additional parameters from JavaMonitor.

That seems odd for a server. The canonical name of the server should be used for this and the WOHost for the app and the Host in JavaMontior.

Any ideas on how to get the application to connect to the adaptor? I checked permissions and they seem ok.

I suspect you have a host name mismatch.
