I am certainly not a WebDeploy Master but do deploy on Windows/Unix in Tomcat 
as a war so will give my 2c.  We have had problems like you described below 
when the framework JavaWOJSPServlet was not included which includes 
JavaWOJSPServlet_client.jar containing the WOServletAdaptor.class required by 
the app.  Similar error occurs if any of the referenced jars in the web.xml 
context param WOClasspath are incorrect or missing (check path structure 
carefully).  You also do not need the license to deploy correctly.  We are 
using WO 5.3 as well.
