You are right about Software Update. The httpd-1.3 were a result of
Software Update Server. Turned it off and they are gone from top. Ny
problems still remain though.
Incidentally I replaced the whole /etc/apache2 directory with one from
another Leopard Server yesterday morning when I started this fiasco
since Server Admin was giving some Obj-C error on clicking the Web
services item in the sidebar.
I will tyr a few more things and if no joy, I will just wipe this
stupid machine with a clean slate fresh known good install, especially
since I cannot remember what fiddling was done with this machine when
it was experimental Leopard install 6 months ago.

Perhaps because you are running softwareupdateserver on the machine?
That one is still a httpd-1.3 server.
There are some services that run their own httpd server, albeit on
other ports. Just like Remote Desktop is running a postgresql
server on a not standard postgresql port.
