You can eliminate livelock by have the reader threads cooperate with the updating process.
What I've seen work is that the SEC is updated on a schedule, every X minutes. The threads check if an update is needed at the top of their loop (run loop, event loop, request handling, etc). That's controlled by a lock.
It doesn't matter who ends up with the lock, since everyone is checking to see if the SEC needs updating.
