Yes. To keep short URLs throughout the application you need to do two things:
1. Store the session ID and instance number in cookies
2. Generate different URLs

You can avoid (1) if you are willing to have these in the URL too

You can generate URLs with a class dedicated to such generation or you can use a WOContext subclass. The former is straight forward to write. Someone (Lenny Marks?) posted an example of the latter a while ago. I can't locate it now.
